Once again CCP swings for the fences with the nerf bat. All you needed to do was lower the base range on the ecm's and add some falloff. or lower the range binus a bit. But you over think simple solutions. Same thing you did with the speed nerf....

IMHO they should not pay insurance on concord kills and shouldnt pay if ship is lost while criminally flagged, also no payout for self-destructs. One feature that I believe would be cool is if the loss/kill ratio counted toward insurance costs....

not all decrytors lower chance of success 2 will raise chance, 2 lower chance and 1 doesnt lower or raise chance. But be careful using decryptors on ships or modules can raise the cost to the point that it will be unprofitable
